Operational since 1923, the Haskell R. Street Water Treatment Plant, 4100 Delta Drive, treats waste water and discharges it into the American Canal. It is the oldest wastewater facility in El Paso. This plant is designed to treat wastewater and discharge it to the American Canal to provide irrigation water to farmers in the Lower Valley as well as Ascarate Park. The plant is located at 4100 Delta Drive.
Due to an increased security posture for critical infrastructure, El Paso Water updated their Facility Tour Policy in 2024. They do not have a limit on the number of people, but will require a waiver. The tour is designed for people 18 years or older or 8th grade and above accompanied by a parent. The Haskell plant is mostly outside, please wear sunscreen and/or wear a hat. Participants will need to walk, traverse stairs, steps and changes in surfaces/uneven surfaces/curbs.
